Galio, The New/Old Colossus

Anyone else catch the similarity of language between Rito's introduction of Galio and Emma Lazarus's famous poem The New Colossus? The most noteworthy similarities are Galio's protection of the "huddled masses", the depiction of Galio being "brazen", Galio being given dormant "silent lips", and his "conquering limbs". I really appreciate the homage, but I'm trying to figure out if Galio's character is supposed to be more akin to characteristics we associate with the Statue of Liberty (The New Colossus), protection, freedom, and things of that nature, or if he is meant to be more of of a bad-ass type warrior like how we imagine the Colossus of Rhodes (The Old Colossus). Maybe it is a bit of both, but which way does it lean towards more? Any thoughts?
