Which character mentioned in champions stories would you like to see become a champion?
I would really like to see Rafen, MF's second in command. We don't know much about him and I would never say no to another pirate on the Rift.

Naganeka, Valeeva, Cebotaru, Seal Sister, Zelos, the Ruined King (and/or his queen), a raptor rider, a Chem-Baron, Kalan, reanimated Darkwill, a Watcher, and the presence that Aurelion Sol felt in his story (Void Daddy?).

Setaka is a character worthy to become a champion.
Tamara, a Warmason from the 'Progress Day' story. Also one of Volibear's Ursine followers, although we don't currently know of any in specific.
The Chem Baroness from Urgot's bio would be neat, I'd love to see what someone from the Zaunite uppercrust would do since most Zaunites are either mutants or freaks
Myisha. I'd like to see Zoe with a different, darker kit.
Rafen is the obvious choice. The good-natured thief is an archetype we haven’t really seen. And his story could be fairly interesting as he must deal with his loyalty to MF rub up against the realization that every day she starts to behave more and more like Gangplank.
But just going by what I want to see. Take any of Garen’s Dauntless Vanguards except maybe Diadoro. Give them armor that would actually function and a poleaxe.
I would be so happy.
The creator of the Incognium Runeterra, Zindelo. It would be exciting to see the interactions with other champions in-game e.g. Vel'Koz, and to see what Riot Games' standards would produce for his ability kit, lore and aesthetics.
Setaka is 100% the biggest one then the Seal Sister then Varus's "sister"

Yeah all of these are champion worthy and we will probably (aka definitely) get them all at some point, but I'm a pragmatist and like ruining fun what-if scenarios with pure logic.

The Ruined King, most definitely. I want to see a civil war in the Shadow Isles between Mordekaiser and The Ruined King.
Not that I'd actually like to see it, but Theshan. Anyone remember him? Varus's Son? Who needs him though right? Riot needed them some Valmar and Kai to exist. Fucking joke of a lore team XD
At this point I'm just waiting for the Ruined King. Before, I never believed we'd see anything more of him in-game than his sword, but given that we actually got Kassadin's daughter as a Champion years after her debut in the old League lore (before the retcon, even), I feel like it's just a matter of time before the maker of the Shadow Isles makes an appearance.
I really want to see Valeeva from Twilight of the Gods story, because she may be Varus' sister mentioned in his story too, they could be the same character, and it was said that she has a brother, and we need a female Darkin.
Setaka could be reborned, and I really wanted to see her for a long time now, she's still mentionned as a warrior goddess queen and the true bearer of the Chalicar, and same as Valeeva, we need a female Ascended.
And I secretly need Naganeka from Twilight of the Gods story also, I don't know why but even being a Lamia (Half Snake, Half Woman) just like 
, I know she won't make it, but it would be great if we could see some Darkin artworks.
