So what's the deal with Jhin right now?

In his current lore, Jhin was broken out of prison by a cabal within the the Ionian government to act as its personal assassin against any future threats after the Noxus-Ionia war.

But now in Irelia's reworked lore, it's said that "Though the war has long since ended, Ionia has been permanently changed by it. The First Lands are now divided, with rival factions fighting each other almost as bitterly as they did the Noxians."

With a bunch of warring factions, we can assume that Ionia no longer has a single cohesive government, which leaves Jhin's current status up in the air. If his now non-existent government didn't set him loose, who did? Is he working for anyone, and if so, who?

While Jhin's story is more closely tied to Shen and Zed than the government of Ionia, it's rather disappointing that he seemed to be forgotten while reworking this aspect of Ionia's lore, since his current status lies with the government and not with the ninjas.

If nothing was planned for him lore-wise for now, can we at least expect Jhin's current role in the lore be explained in Akali's (and presumably the rest of the Kinkou and hopefully Zed and Syndra's) lore rework? I'd like to know.

Well it was most likely the government of one of the bigger subfactions or a council made up of the leaders of multiple allied subfactions.

I think his new lore still fit's in quite nicely. He just happens to be working for one of the factions of Ionia as opposed to Ionia as a whole.

We should also examine how the The First Lands were split, and how the factions are in consistent conflict with each other versus all of Ionia being in a blatant civil war. By reading Shen and Zed's newer short story (released during Shen's VGU), Ionia as a whole isn't really in an active civil war so to speak; there are still regions of civilization that don't involve trying to kill each other on a daily basis. Even more so, Shen (representing the surviving Kinkou) and Zed (representing the Order of Shadow) are obviously in bitter conflict that would easily hold true to the situation of "with rival factions fighting each other almost as bitterly as they did the Noxians." The key here is "rival factions", and not every faction is rivaling with each other. That means there has to be some sort of national unity (as hinted in the newest content releases) among Ionians as a whole.

My point is that Jhin's lore isn't totally debunked; there are still pre-war officials or groups serving this newer, nationalistic Ionia, who would want him in their service for whatever purpose. For example, the Kashuri Armories that supply Jhin's weaponry would probably want him working for them - and obviously they don't seem to be divided due to post-war Ionia's newer political issues.
