That way people who like the versions of her without a helmet won't have to use another version until level 16, and people who like the helmet can keep it post 16

Yes please. I like silver kayle without a helmet, and wouldnt even be able to see it until level 16.

Okay guys, i asked RiotAugust just right now on his stream about it!

First he said NO. Two reasons:

Because no one uses toggles or very rarely. Then he said he assumes so, because he didnt look it up, which is something he probalby should. He gave examples on toggles nearly never used like Old Aatrox or Kaisa Helmet.
Because Kayle transcends through the leveling and changes.

So, i still think it wont happen, but maybe there is a slight shimmer of hope for it. Maybe he looks into it.
