Being Azir's best friend, he became his top advisor, basically being 2nd in command regarding state business. He was also a very powerfull mage as a human, being able to burn humans to charred skeletons and summon terrible lighning storms, as well as mind controlling.

Very likely he was second in command in Imperial Shurima. It was said a slave rising in a statue of his was never seen before, an extremely unusual case.

Then you add his individual talent of magic, where he could mind control multiple people, hide his mind from the Ascended, summon terrible sandstorms, cast lightning bolts, burn people with blue blaze of arcane, break the seal of his later sarcophagus etc. In his bio, it is said he was a dangerous foe even as a human, and with his new form, that he is almost invincible.

Was he respected? Well, obviously. In truth, they had to. Xerath was a serious man, and people knew he was hiding something. It is just, they couldn't dare to be his enemy, since anyone rumoring about him had gone missing mysteriously. You wonder who and why. :)
