That's definitely Julie! I wonder if she did the last one too for the 2017 theme; it sounds like her when I hear it again. It's interesting that some trailer music vocalists are coming into games like this; I know Uyanga Bold did Xayah and Rakan's theme, Neeko's theme, and the vocals for the "Dragons" music in Overwatch.
I love Julie Elven's songs with Ivan torrent so much and I immediately recognized her voice, it made me so happy. I am so glad someone else heard it too because I was going crazy over here tryna figure out if it really was her.
