Why are Chinese splash arts better than ours and why can't we copy them ?

I think they were done at a later time,which is why they are higher quality(aside from that its up to taste in certain cases).
They once replaced some splash arts with their chinese counterparts,but for some reason they didn't change the splash for Phantom Karthus,despite the fact that phantom karthus looks completely different from before,but looks almost exactly like his chinese splash art...
