Does Jax have a reputation in Valoran, Shurima, Bilgewater, Targon and Ionia?
A 3,500 year old recruiting an army would surely bring a reputation with it...

Nobody would know how old he is and he only very recently started recruiting people, but he is a "warrior and sometime mercenary renowned for his prowess in combat and biting sarcasm," so he clearly has a reputation in some circles. His bio says that he "roams Valoran," which makes it unlikely that he's as well-known outside of it.
Shurima? He probably doesn't like Shurimans since they were the ones who enslaved Icathia.
Bilgewater? Why would Jax travel to Bilgewater? It's not like the strongest warriors are found there.
Targon? Most people don't even know Targon exists (Jax probably included), and Targon mostly do not concern themselves with mortal affairs that isn't happening on the mountain, so I do not think Jax would find a lot of people up there willing to help him.
Ionia? Maybe, but Ionians mostly do not concern themselves with war and conflict so he'd be hard pressed to find warriors there, much less make a reputation.
I think there's a pretty good reason as to why Jax's color story was in Demacia, since the people of Valoran (Freljord, Demacia, Noxus) would probably make for the best warriors to help him.
So he probably only has a reputation in Valoran.
