Void Fizz's unique line

Void Fizz has a unique moving quote that does not exist on his other skins, including his classic skin. "Fish out of water? What do you mean?" (more or less that, I am not sure since I don't understand English by hearing it, just by reading) This quote isn't even listed on his list of quotes on the Wikia, but here is a proof that it exists: https://www.youtube.com/watch?v=1etoVuQdo70 (skip to 1:13) - However, I was never able to hear it again for years. I don't know if that happens on the NA server, but on the BR server (with the Portuguese language), I was never able to hear it again for a long time. What happened? Does that happen to someone else?
