Will riot ever solely visually rework champions?

So, in the spirit of Rito trying kill memes, balance the game, and rework champions so they fit todays times I've wondered something very recently.... Will Riot Games ever rework a champions visual design, but leave their kit untouched? Now I'm not talking minor visual updates like a long time ago, nor am I talking only making the champions abilities look nicer like... .... got.. recently wait.....

Anyway, I'm talking about completely revamping a champions design and putting it in the game. Now obviously this wouldn't go to champions who need a full VGU, or champions who look fine in game at the moment. I'm talking champions who look old as hell (in their base skin) and won't get a gameplay update because they really don't need one. I'm talking and maybe ?? (not sure if he needs a full VGU)

I've seen some pretty damn cool concepts for some of these champions. But I fear that because their kits still work fairly well they won't get the visual updates they deserve. Either their kits age well or don't seem to be showing their age (or if they do they just get a kit touch up like Amumu's true damage or Cho's infinite scaling). Didn't include the following because I'm fairly sure they'll get a VGU within the next few years

They used to do VUs and there are a few champs that still really need them, like Ezreal, but they've stopped because they have deemed the community response to not be worth the effort.

Kayle and Morgana are getting a double VGU later this year, Volibear is high priority, Amumu, Corki, Rammus, and Udyr are also up there.

I would imagine the desire to update champions with a VU would be somewhat of a priority to Riot, regardless of community response, as they'd want to unify the visual elements of their game. Because ultimately, League is a product that they're trying to sell to customers, and the visual appeal of the game is their means of advertising. So say a new player comes in looking at the pretty new champions with pretty new effects, and they decide to play Malphite because the splash art/lore/class resonates with them, and they go in game and see the ugliest pile of turd known to the game. That's some false advertising there.

And basically by that I mean, #Ritoplz give a VU to Malphite. I don't even play him, I just feel bad for him every time I see him in game--which is often enough.

Uhm you do know that a lot of these champions are actually quite high on the VGU list? Heck Kayle and Morgana might even receive a VGU this year,since we know that riot has 2 other VGUs in the works besides Irelia,Akali and Nunu(eer i mean mysterious snowball champ) and one of these VGU is confirmed to be female,while the other is considered to be smaller in scope,which likely refers to Kayle and Morgana,as Morgana won't receive big gameplay changes(also some of their files were changed around,similar to those champs who were about to get a new skin and those who are in the works for a VGU)

And in general I think that riot is right when they say that most of the old kits don't really hold up nowadays anymore,so I am pretty sure that almost everyone you listed above that isn't among the Tier1-VGU candidates will be at least Tier2 and would also benefit from a smaller gameplay update.
