Why is Cassiopeia still the only Champion whose breasts jiggle?

It's hard to notice, but you can see it in one of her attack animations (unless that got taken out). And no, it doesn't rely on physics; it's part of the animation.

Call me a pervert, I don't deny it. But when animating some of the more buxom Champions I can't help but wonder why Riot never has any of them with some noticeable bounce. On Champions like and new it'd be suitable, given they're clearly designed for sex appeal.

I ask because in Heroes of the Storm, Blizzard took the time to give Alexstrasza such animations. https://youtu.be/y-aq0b3AzbQ?t=76 You don't see it often, but it's definitely noticeable when, say, you're doing animation tests.

Is it flat out inappropriate in Riot's view? Is it not worth the time and energy?
