Why does Yasuo's cloak only cover one side of his back?

Wouldn't it make sense for it to cover the whole back?

Was it cut or something?

How frequent does he change cloths??

If he had a full cloak, his figure wouldn't be able to raise his arms.

Why does he have one really poorly designed pauldron that would clunk himself in the head if he raised his arm up to shoulder level?

Fashion.

Because the arm with the cloak is only there to cover the arm that swings the sword acting has a cloth amrour of sort (makes sense why Yasuo only goes for a light protection with it, given it's the one that swings the sword but also that it reduces the burden of weight on an arm that otherwise wishes to go as fast as possible), and other arm is properly protected by armour.

If anything, Yasuo's problem probably wouldn't be a fashion nor a protection problem, but a balance one (pun intended). Because it would appear most of his wight is on his left side, it's not good for his spine.
