leo should be tweaked to be a solo laner anyway. She's got no place in the support role when there's others who do what she does better. Leo is currently leagues "sword and board" character but her sword feels incredibly lackluster.
aside from that how can you say she's protective when her kit just screams engage. and gentle? kindhearted, sure. But she's in no way gentle. She's a vanguard, not a warden.

... really not clear on what kind of character you're asking for. "Woman in heavy armor" is not a character archetype, it's a physical description.
You ask for a female in heavy armor, then specify you don't want tough and gruff like Sejuani or compassionate and protective like Leona... and then go on to say "evil or chivalrous"... Do you want a templar type a la the Adeptus Astartes? A bubbly, high energy character a la Zoe (albeit with more armor)? Cold, cruel and calculating like Swain? What faction are you thinking they'll be from? What unique twist would they bring to the table? Maybe a knight who serves a cause she doesn't believe in because of an honor code?
In DND terms we talkin' fighter, cleric, swordsage, barbarian? Is she human? Ascended? Vastaya? A new Freljord demigoddess, perhaps? Or maybe she's our first Baccai champion?
What would the gameplay fantasy be?

Overall I do think that a female demacian knight would be cool.
But I doubt that theme would be able to stand on its own,because Sejuani is already a female badass warrior in full armor. Sure you want a Juggernaut instead and no boob armor,but it still means that the archetype is already present in a character who also has other archetypes(warmonger and heavy cavalry) on top of those.
So if Riot would do a character like this they'd likely want to add some other theme in addition to this one.

By the way, Leona and Sejuani both share the same attributes - heavy single-rotation cc with low sustained damage. They both become useless after their initial casts for a considerable period of time.
So yeah, having a non-sexualized female juggernaut in the game wouldn't be so bad.
Sej would fill that niche for me, if she was playable
