It's really sad that Viktor is supposed to be a litteral herald for his glorious evolution...

...since he doesn't even have 25 different lines in total and he doesn't have ANY special interactions of any sort. He is so uninteractive that he feels like a literal stain in the whole lore. Zaun and Piltover got those huge expansions a while ago and it would've been the perfect occasion to expand Viktor's voice lines or rework them, but at the moment he is completely forgotten by most players to the point most consider him as "the bad evil antagonist arch-enemy of Jayce", a pure testament of how few actually know his lore.

I still remember Falconshield's "This is war 2: Piltover vs Zaun" mainly because of how epic Viktor's part was in the rap (the whole thing was the reason why I started playing him in the first place). I always wished his in-game lines were as impactful and epic as those "he" pronounced in the song, yet I always get bored listening to him in the game, with his half-second long bland, repetitive lines.

He is one of Zaun's most interesting citizen and he is supposed to be spreading the ideals of his glorious evolution through Runeterra! He should be sweet talking and convincing as much people as possible, and this starts by convincing the players that he is ACTUALLY heralding an actual movement, something that he simply doesn't do at the moment!

Lux got a voice line rework because of how plain and anoying her old one's lines were. Viktor 's are as much uninteresting and he even goes against his whole concept of being an herald because of how small his lines roster is! Some others like MissFortune deserves just as much, but I feel like she would deserve a whole VFX along with it to fit her new lore, while Viktor just needs a voice lines rework.

While I would love to hear many VO updates for many deserving Champions, including Viktor, it just doesn't happen very frequently. Lux was fortunate because they took advantage of having her VA already around for voicing Elementalist Lux, but that is an anomaly. I've heard that they did the same with MF when Gun Goddess was in development and ended up unhappy with the updated VO and scrapping it, but I've not seen a Rioter say that, so take that with a grain of salt.

FauxSchizzle actually recently posted some great insight in another thread as to why it can be difficult for them to get VO updates rolling. In this thread, he says:

It has nothing to do with "not liking" this idea. We LOVE the idea of updating old champs. Usually, we book talent for 4 hour chunks of studio time (guild minimums). While this sounds like a lot of time with an actor in the booth, it actually goes by suuuper fast, with the first hour or so being time for the director (we have a rotating roster of wonderful VO directors), actor, and writer to hone in on the character and find the voice. Then it's three hours (with breaks) to get the right takes on lines. We end with efforts (non verbals) which typically blow out the actor's voice.

WE can usually record a full 150 line script in 4 hours. So to bring an actor back for a skin, doesn't really afford us much time with said actor to record an additional set of lines for base champ VO. We're looking into ways to make this happen, but then we typically run into bandwidth issues internally for folks to select, process, edit, hook up, and test the new lines IN ADDITION to the skin VO. It's one of my personal passions to redo as many old champ VOs as possible, and we're making some head way. But I would hate to promise you fine folks something that may take a long time to deliver bc we're all stretched very thin. Writers have to write a lot of new content for league. VO designers have to iterate and implement new content. Anything old we're updating is additional work we're doing on top of our normal workload.

Again, it's one of my personal missions to bring as many old champs up to modern quality bar as possible. It's also super hard to do when some of our talent no longer works in the industry meaning we have to recast. Recasting tends to upset mains and we wind up seeing diminishing returns on the effort.

TLDR: It's complicated, but it's a dream we do share with you :)

Viktor also opens up room to showcase a fight with Jayce , sure he got a skin recently... for the first time in 3 years... Neither of them are ever given any love in the lore. Sad thing is, their lore is geographically in the same region as Warwick Urgot Blitzcrank DrMundo Singed Ekko in zaun and Heimerdinger Orianna Ziggs ViCaitlyn Camille in piltover... And unfortunately this would give license for more Jinx Ezreal pandering but hey, if it convinces riot to consider VGUs, skins, and lore then that'd be cool.

He does need some rework really, "glorious evolution" sparks alot of awesome things in mind, tossing a shuriken and blasting laser beams are not one of them.
