Katarina could use better lines. Hell, she could use more lines in general. "Blood for Noxus" was probably her best one.

The voice actress can stay the same though.

Her joke is REALLY terrible, but the voice actress needs to stay. I agree on her needing new voice lines, I'd like for her to get a skin with new voice lines as well. She doesn't have a single skin with new voice lines, and she has quite a few. Lux has like 2 or 3 with new voice lines. Someone else made a post about this a while back as well.
