Can we please focus on updating some old art on some skins? Sivir as an example has some very very outdated art that needs some attention it would boost her skins likability.

Other champs that DESPERATELY need it?
Malphite, Mord, Malz, Akali,
These champions have not been VGU'd. Akali is in line for one. The other 3 look terrible, and don't need splash updates because they need full VGUs and that would double the work of the splash artists.
Twisted Fate,
He could use some, but he's not a priority.
Lissandra,
Her splashes are fine. Her splashes were designed when they had the current standards of splash arts set in place.
Cass,
She honestly needs to have a VGU first, but she's passable for now. I don't think her splashes are too much of a priority, as only Desperada is the worst offender on her list. Her classic splash was also updated.
Karthus.
He should be on the list with Sivir. He was VU'd shortly after she was.
Zil,
Zilean needs a VGU. His model looks like garbage. They don't need to waste time updating splashes on a champion who looks terrible. Plus, his classic splash and Groovy splash was updated, which should carry him over until he gets a VGU.
Jarvan, Rumble,
They need some love, but they're pretty low on the priority list. Plus, Jarvan's classic splash was updated.
Viktor,
Again, like Lissandra, he was created when splashes had the current standards. He's not a priority.
Fiddle, Kass, Kog, Noct,
All 4 of these ancient relics need VGUs. Double work, again. Plus, Fiddle, Kass, and Kog all had their classic splashes updated.
Nunu,
He's getting a VGU. It would be a waste to update his splashes now and then have new splashes roll out at the end of the year with his VGU.
Sion,
He had a VGU that included updated splashes. Why is he on this list?
Skarner, Talon, Trynd, Xerath.
They need VGUs. Except Talon. But even then, they're all low priority VGUs.
Other champs that need it? (their older skins not all)
Amumu, Kayle, Morgana,
All 3 need VGUs. There's been talk that Morgana and Kayle are in line for VGUs after Nunu. Double work again.
Garen, Orianna,
They could actually use some updates, but they take second fiddle to champs like Karthus and Sivir who have been waiting far longer for their splash updates.
Xin, Mundo, Cho.
Xin just got his classic updated. Cho had his classic updated. Cho and Mundo need VGUs pretty desperately. You guessed it, it's pointless and double work to give them splash updates.
I feel if we focus on updating this art before adding a ton of new skins, then these champs can feel sort of revitalized and people will purchase them. The splash art makes the skin and I feel that with these updates we can help make the champ feel like it actually has some quality skins to give to the game. As always though this is just my opinion.

This is a very dodgy line to walk. If you have stellar splash arts for champions like Mundo or Zilean, who look like garbage and have skins that look like nothing but garbage in game, you're misleading people who are spending RP. No one wants to spend their RP on what they think is an amazing looking skin, only to find out that it's a god-ugly recolor or something in game. It makes people feel bad about their purchases.
and I think that was all that was still on the list.
CLASSIC. Not the worst but it's definitely one of the most outdated in style for default splashes.
FORECAST. Not bad but compared to her new stuff, not so good for a LEGENDARY.
DRAGON FIST. Seriously...
DRAGON BLADE. His best skin maybe, but that splash.. I think it looked cool in 2012 but now not so much.
