Just curious, a long time ago it was stated that jayce designed the suit for PF ezreal, was wondering if this was retconned, also, if not then why haven't you given me that sweet legendary skin?

Might be more of an amalgamation of technologies. We know that the Yordles are responsible for Mechas. Viktor is obviously responsible for Battlecast. Pulsefire and Project are weirdly similar however but one seems to be cyberpunk style (Project) while the other cyberwestern.
If anything, I think a good explanation is that Pulsefire is technology create by Jayce with Heimerdinger influence, while Project is Viktor technology with Heimerdinger influence. Pulsefire seems to fit more about using technology but they aren't changing themselves (see full metal, as it's a suit), but nothing indicates Jayce would know dimension traveling technology. Project seems more cyborg like, which indicates Viktor but if he had his way totally, it might not look as flash. If Heimerdinger is involved he would want technology to advance making sure it's not stifled by Viktor or Jayce's own personal gains.
