The Bilgewater Crest and Serpent Crest need to be swapped

The Serpent Crest, which was obtainable from THE FACTIONS EVENT MISSIONS, should be filed under "Factions" in the icon set. Furthermore, The bilgewater icon should be moved to the bildgewater set. If anything they should switch names too considering that all other faction icons are called "Factioname Crest" except the bilgewater one.
