I mean those do look like hooves. And a chained up minotaur has been a thing before.

I'm trying to figure out where this picture takes place, very generally. I started by trying to analyze the substance the floor is made of- Seems like ice at first glance, but could be something marble-like instead.
Now, marble immediately had me thinking of petricite & Demacia, which is when I noticed the aesthetics of what seems to be the bottom part of the walls in that place (top-right corner).
Those aesthetics look very Demacian. But they also could be and seem a little Targonian, judging from the little we have. Plus, the chains also seem very Demacian, being golden and shaped like that--Both the chains and the surroundings strongly remind me of Galio, who is colored very similarly (marble-white and gold).
I'd definitely go with a "Petricite Prison" theory, with the prison locking away a magical being of sorts (that is our upcoming new champion).
...Although I'm not quite sure that's a minotaur.

What if Riot is throwing everyone for a loop and this prison is in Bandle city? With Nunu' s update, every major region besides Bandle city will have canon lore. Sure, the flower mage seems super likely to be a yordle but I love the idea of yordles locking up an ancient evil.

This looks Targonian, honestly. A chained aspect? A chained horror? An imprisoned Lunari? The feet look like they're on a torture device more than hooves...
No other region uses so many circles in its architecture. Demacia and Blessed Isles have a lot of arches but not really circles.
EDIT: To clarify, I mean the gateway into the chamber. It's circular.
Those feet don't really look hoof-like to me and tbh if Riot ever did a second minotaur they'd likely take a lot of steps to make him/her as different from Alistar as possible and making them another chained-up Minotaur would feel far too similar to Alistar.
I dunno. It's hard to tell if they are hooves. I saw a brighter version of the image and it looked more like regular feet to me. Though still not sure, could be hooves.

My guess was a female Darkin, honestly. I believe they've alluded to at least one several times now. Issue is that I doubt it'd be in literal chains.
Edit: I wonder if petricite would make the literal chains viable for imprisoning a Darkin?
