Lore Team: How do ensure characters don't feel too one dimensional or bland?

I think the new direction for the game's lore is fantastic! I'm really curious, though, how you guys avoid making characters too one dimensional or stereotypical? For example, many champions that come from Noxus are "villains." They have a dark or mysterious persona, often portrayed as a sinister figure of some sort.

That being said, how do you create a champion that's a true Noxian hero without being a one dimensional warmonger/dark figure/villain? Surely there's good and bad people on both sides of the lore per area. Jinx, for example, is a great example of a "villain" (more "criminal than good" or lawful) from Piltover in contrast to, say, Caitlyn or Vi. Is there a Noxian counterpart? Bandle City one? Dare I say Bilgewater or Shadow Isles?

I realize their home regions will reflect the richness of the history of the individual champions, but how do you stop from falling into the "all villains come from Noxus" pitfall?

I'd like to hear about this too, because I think Riot's had some rough patches with this. Everyone was upset when Xerath's new Lore took away his motivation, and I think the Noxians in particular tend to have very few redeeming qualities.

I remember reading a pretty good theory somewhere that Vlad was in the League to practice his blood magic that he loves so much (Seriously, he heals not from the blood, but because of the high it gives him. That was RiotBabaganoosh's explanation as to how he heals off of Blitz, Malphite, etc.) without killing people and thus not being hunted down by the authorities, which makes him...somewhat not as evil? I think Noxus crossed the line into "designated villain" a long time ago, and they haven't done much to redeem it. Hell, the only Noxian trying to redeem themselves is Riven, and she exiled herself.

Darius NOXIAN! He's an immediate bad guy since his aspiration was always to become a great general and war hero. And because you submit yourself to your nation's military, even if they do some bad things, you can't argue TOO much against it or get in VERY big trouble. Bro. I'm Navy. You think a rag tag squad of army soldiers will run off when the head and chief says to go in and crack some skulls? Naw. Besides, Darius has honor. I'm pretty sure he has a limit.

Riven Talking about running away, what about the girl of Noxus who found out how far they'd go for victory? Yeah. She refuses. She thinks NOxus COULD redeem themselves, and sure. I think they could depending on certain outcomes. She's not 1-dimensional. And she is FAR from stereotypical villian.

Katarina Bro, she just wanted to make her father proud. She has honor. She commands respect. She is a soldier in a war and represents the most prestigious noble family in Noxus. She's only a villian if you side with Garen on all things (not related to love).

That's only an example of a few. They're not all bad. They're not all evil. They are who they are because they were raised in a certain society. Unlike her sister, I doubt Katarina would immediately lie, steal, cheat, and go for the back-stab. She rather look you in the eyes when she kills you.
