Why is Kayle just a straight-up rip-off of God-King Garen?

Ethereal glowing theme, dual swords, an ult that spreads a ton of swords on the ground. What the hell, Riot? Why is Morgana absolutely gorgeous (besides having the most generic face EVER) when Kayle just straight up COPIES God-King Garen?

She didn't have much personality before, but at least she was unique - now she just sounds like Riven and Leona. What the hell? How can you get your own character THIS wrong?
