White Noise in Client, I Have to Disable All Client SFX to Turn it Off

What the heck is with this horrible ambient white noise in the client that I can not disable by turning off the music. This should not be grouped with the SFX or if it is it should have an option to turn it off specifically. Now I have to decide if I want to here the SFX in client and champ select, like the champion catch phrases (which I really enjoy), and have or horrible head ache from this nonsense white noise, or if I want my client to be completely silent till I am in Game. I know I am sensitive so sounds, but this is absurd.

Add a feature where I can specifically mute the white noise of the client, or group it with the music so when I turn off the client music I no longer have to hear this grating white noise.
