The nature of champion updates

Nothing big and I don't know if this has been answered already, but I'm just rather curious about what delegates the priority of which champions get reworked?

By reworked, I mean noticeably different from what they once were and what they used to play like. Champions like Ryze and Poppy, for example. Though, visual updates are also worth mentioning.

Is it a matter of what champion seems most effective to work with, or one that just seems like they need to be flushed out properly?

I think they have described this in the past. They choose based on which update will provide the largest return for the effort put in. They look at champions whose visuals are most out-dated, whose kits are too simple/one-dimensional/unhealthy, whose lore and storyline are missing or no longer relevant.

Of course, they do this while keeping in mind future projects like the lore events, roster updates, etc. I think most people are confused why Ryze got chosen to be worked on again so recently, and I feel like I read a longer post describing their thought process behind it. Others probably could have used the time and effort, but I think most people are happy with the update. I'm looking forward to Yorick and Warwick! Personally, I think they will be more exciting than Poppy, Taric, Sion, Gangplank, and all of the other updates so far.
