Ryze is covered in rune tatoos, that rune on his hand is connected to his powers thus, the carving on Yasuo's flute is also a rune
What this rune means is up to interpretation. Be seeing how Yasuo has nothing to do with fire its safe to assume this rune doesn't mean fire and wouldn't be closely associated to it. The Rune could simply mean power, or energy, or wind, or flow, or flux (continuous change)
And seeing how Yasuo's theme wind is connected to flux, and Ryze has an ability called essence flux...well the chances are high
