Optional overworld skins?

I understand that holiday and event based skins for the overworld are supposed to be just that, holiday and event spectacles, but could there be a way to select on the client side, or even just by purchasing them, which overworld you play on? Such as a sum of IP/RP to only play on the blood moon summoner's rift, or the winter wonderland howling abyss. I personally enjoy the winter wonderland SR because it makes the game feel much starker and defined when you watch it, and would happily pay to use it year round.
