Can someone explain how Noxus exists?

How does the nation that constantly has people killing each other for any reason they see fit even survive? The killers aren't punished by law right? They are just recognized as stronger is what I'm understanding.

Is Noxus really just the scary place filled with murderers is or is it just an over-exaggeration of what really goes on?

Im pretty sure that the law exist in Noxus, that is why Draven has a work.

The Noxus represented by Godking Darius is not comparable with normal Noxus. Noxian citizen don't just kill each other and would be punished if they did so. While Noxus values strength, you can be strong in fighting, politics, craftsmanship, trade, magic and so on. So even if you kill someone (which is still against the law) you are not instantly recognized as stronger than the person you killed.

Also, why is this post being downvoted? It's a valid question.

I think Noxus in the long term has the same problem Nazi Germany and many other countries and periods with highly meritocratic systems had. People isn't going to act doing his best to prove themselves to the country and his superiors. People are going to act their best to sabotage their rivals in the ascension and prove themselves. They are going to sabotage the actions of their rivals, even if they are urgent for the general good of the country, only to make their rival fall of grace. What I'm trying to say is that in that context, murder and crime are going to be the most easibly explotable weaknesses for a person to be attacked by it's rivals. Also, Noxus has laws. Harsh laws, but still. That they rule by the force of the strong, doesn't mean murdering anyone and everyone in their path. Because that would completly against building an stable society. So even if noxian society allows many things other societies wouldn't, regular crimes like murder, thievering, and so on, are going to still be crimes.

Noxus works as a constitutional Monarchy with a Meritocratic system. Noxus is a Military-state, means it's main purpose of foundation was for Militarization. Because of that, Noxus has this basic rule of Strong Noxians deserve good lives. People can freely achieve everything they want by trying hard enough, so there is no systematic hindrance in your career path. Furthermore, Noxus despite mostly harnessing the strong, relies on it's entire nation to represent the military might, so even the weak have a place to be in. Honestly, noxus isn't nearly as bad as Riot has been portraying it. If Pantheon was noxian he'd make it as a top tier baker because he would be given the power to choose approaching the career. Noxus has unlimited choice.

Sadly this does however mean that the slums are doomed to be BAD because of the same mentality that reigns.

I'm pretty sure you can't just go around killing others in Noxus,the ones that can get away with it are for the most part high ranking people in the military and even they are likely limited in some way.

Darius only got away with it,because he turned the tide in battle by killing his superior,so he essentially fullfilled his duty by taking over the command.

I think of Noxus like the Orks of Warhammer Fantasy (and 40K by extension).

However, instead of high reproduction rates being the source of their continued survival, I think Noxus gains fresh meat from either the places they conquer, or people seeking refuge in the city since all are welcome.
