Pretty sure Sharjo is contracted by Riot, not a direct member of Riot. In other words he works for Riot, but isn't a direct Riot employee. As such he does not have a Rioter tag because he is not a Rioter but rather someone who Riot is hiring out to do some work for them.
Isn't Sharjo from Europe? Where is Riot based in Europe not really sure
