Is it true that the artist for Dragon Trainer Heimerdinger works at Riot now?

For those who don't know I included a link to the skin. I heard somewhere that he was hired and he worked on the Bilgewater Swain rework skin, but if it's true I really hope his idea comes to life in game. I absolutely love the Dragon Trainer skins, and with the announcement that Donger is getting a skin this year I would love for this to be his skin.

Also I'm just really burnt out on all the high tech/futuristic skins in the game right now, I think we could use something a bit more organic.
