Who Dictates The Music?

I'm wondering who it is that decides "THAT is the type of music I want for that champion." Is it some sort of group consensus or a singular person in Riot overseeing the musical direction?

Because there is a lot of variety in the music created/chosen and I often wonder how the heck they figure out where to go with each champ/skin design/pineapple.
