Anime inspired custom art shop of sorts?

Hey guys! I'm starting up a stream and really want a really good offline splash, I know there are usually art shops where people will draw a custom image for you (for money of course), but I don't see anything like that on these forums. In my old Mabinogi days, there used to be a lot of people that made really quality things. Does anyone know where I can find something like that? Thanks in advance c;
