Why do Skins take so long to develop?

I am asking because riot is a multi billion dollar company.

We should atleast have had a Legendary Jhin skin by now

They have to get concept artists, designers, modelers, animaters, and voice acters just for a legendary skin

its not like riot can just fart out a new skin and say here you go regardless of how many teams they have to makes skins they want them to be good and not just toss recolors at everything. and you cant forget the creative processes it takes some time to come up with ideas for stuff like that

Well they can do skins very very faster but the quality would be very low...So then people will cry about the quality.

Okay I wanna point out games like Paladins which have pumped out a shit ton of skins. Now are these at the same quality? Kinda hard to tell because well...different models different systems. But Hi-Rez is a much much smaller company and gets alot less profit (hell they are very generous to the playerbase) and yet they can put out a lot of skins and a decent amount of champs too. But at the same time they dont have all of this cool stuff like comics and large splash art that comes out. I feel like they could step it up just a little but meh I am not gonna bitch. They produce good quality stuff... my only issue is the price. There isnt anything micro about these transactions XD.
