Is the only difference between 1350 and 1820 skins the VO?
Because if that's the case, Riot should totally take the Program skins back to the lab and make them Legendary. I would pay so much for a unique, "rogue AI" voiceover.

New VOs are very expensive and time consuming to make.
They need to audition the actor, unless it's the same actor. If they want the same actor as the base skin (See Sion and the new Sion skin, or Skarner and Battlecast Skarner), they need to work around that actor's busy schedule, possibly waiting for them to get off vacation or done with whatever other work they may be doing. Then, they record the lines, and often record way more than they use. Then, when the lines are set, they get balanced and edited, then special effects are added. Then, they're programmed into the game, including for any and all special interactions or animations.
After that, repeat all of the steps above for every language that League is played in.
This is why Riot's opted to do some minor VUs, like with Maokai, Alistar, and Shen.
The only difference between the 1350 and 1820 skins are the animations. Legendary skins have new animations, including the recall, abilities, joke, taunt, dance, and laugh. Plus new VO lines like the Mecha Zero Sion for example.
Basically, 1820 skins requires more work and costs more. 1350 skins uses the same animations as the classic and uses a voice filter.
No,the legendary skins also receive completely new animations. Its like they make an entirely new champion when they make a 1820 skin,while the 1350-skins still use the same animations as all other non-ultimate/legendary skins of the champ.
