Bandle City Has Moved?

I noticed that Bandle City used to be next to Shurima, and now is located near Noxus. With the tease of a colorful new mage coming out, I have wonders if it is for a Yordle mage who uses his or her magic to keep Bandle City moving throughout Runeterra, so perhaps a CC or utility heavy Yordle champion who would function as a gank heavy jungler or perhaps highly-mobile mid? I remember Riot mentioning how they wanted to make mages get back into the jungle with the Runic Echoes update, so maybe this is their attempt at creating a champion focused on it?

Maybe Bandle city moving is just for aesthetics as it says that nobody really knows where it is, but knowing Riot, there's probably a scheme in here somewhere to have teases. As of yet, I've only noticed Bandle City near Shurima and Noxus, has anyone else seen anything different? Anyone else have any opinions?

It always change position.... at it says " nobody really knows where it is"

I've seen it in Ionia and I believe it's been spotted in the Freljord as well. Pretty sure the portal just hops around all the regions. I attribute it to the city's magical, whimsical nature more than any one entity's doings.
