Skins like this worry me because it means Riot is running out of ideas and won't do cool stuff anymore.
For one, how did you determine J4 doesn't fit the skin line? He is leading a resistance against the Dark Star hence why he isn't destroying the solar system.
Two, it's an Epic skin. Epic skins usually don't get VO so why would he not say the things he regularly says.
Three, if you think this skin is worse that is worse things like this

Fourth, the whole point of making skins is to make money.
Finally, you could just not buy the skin if you don't like it.
