Riot's version is, IMO, the better Mecha skin. It fits the Mecha aesthetic with sharp, defined angles that make it look like a machine, not something organic.
Additionally, removing A/Sol's legs and tail-tip (or, at the very least, replacing the tail tip with a visual effect) make it look like a jet flare effect coming from his back-end.
Like most everyone else said, the fan-made skin looks more akin to PROJECT: - while it does look fairly mechanical, it lacks the defining angles that appear on Mecha skins - Mecha A/Sol's head looks vaguely like a dragon's head, but the fan-made one is made distinctly to look like a face.
The armor-plating on the fan-made skin look less designed to be the hull of a vehicle/mech, and more like they're meant to be body plating, and the stylistic design (primarily silvery plates with dark gray/black underbody, neon effect colors) does move it more towards PROJECT:, especially with the triangle designs placed on the forehead and shoulders.
And, lastly; The big, feathery crown does not fit into the Mecha skin line. Mecha is a skin line for purpose-built giant robots, with the barest minimum of non-functional design. I.E., a paint job. The crown, alongside the tail-tip, both look far too natural to fit into the Mecha skin line.
So, again; Fan-made skin looks like PROJECT:, Riot-made skin looks like Mecha.
