Did i misunderstand Azir's intentions?

So as far as i understood, Azir came back to life and is looking re-build and revive his city.

He's an emperor that loves his people and looks to protect them.

"First Azir's mind, then his body. Snatched back from oblivion to be reborn. Then he sees Sivir, wonders at her face, he sees himself in this daughter of Shurima. In that moment, he has no thought of empires or rituals. He only knows: she needs his help.

He must take her to the Oasis of the Dawn - the Mother of Life. He smells the waters - smells of life. He prays he is in time. He does not dream that he, Shurima’s greatest emperor, can at long last earn his Ascension and bring back his broken city. He dares not dream that if he can save her... Azir can save them all." TL;DR: When Azir saw Sivir, of shuriman blood, dying, he forgot about everything and only focused on helping her.

So isn't Azir supposed to be a good emperor and not someone who "Misses his slaves" as stated in Taliyah's story?

It's one of the biggest reasons why i fell in love with his character, and also shuriman pride.

As far as i know too, what happened in Shurima at the day of the ritual, is only known to Xerath, Nasus, Renekton and Azir.

Could it be that nobody knows how Azir IS in fact a good emperor, cause if a ruler postpones his ritual to save one of his own blood, i don't think he'd be the kind to be blinded by power/rule ...etc.

I know Taliyah hasn't been released yet, but even in the teaser, when the sun disk appears, thunderstorms start dwelling and it seems as if he's a power of evil.

I'd love some feedback to understand the lore more.

I don't think he will enslave the people of Shurima.

That being said, Azir lived his whole life in a world in which his word was law. Even if his end goals seem noble to him, the world has changed a lot, and his centuries-old ideas and values may not be completely reasonable to present-day shurimans.

Personally, I think Azir still sees himself as an Emperor, and will most likely demand obeisance from the people he sees as his.

I think they are misunderstanding Azir

No one knows that he released his slaves, except for Xerath (I don't think Nasus or Renekton know either, as they weren't at the ceremony)

his sand soldiers also can be mistaken as slaves

the lightning could just be Azir's power, and seeming ominous to Taliyah

Azir is good at heart but his idea can be hurtful to others.

Azir want to protect his people, but that can also mean killing people from outside Shurima in order to protect it people.

Azir wants his land rebuilt, even if that means forcing some people.

Also let not forget that the last time the Sun Disk was in the sky, Shurima was destroyed and turn into the wasteland it is. Seeing it back in the sky again, even if it under good intention, will scare a lot of people.
