Is it Noxus' ultimate goal to force Shurimans to voluntarily assimilate themselves and their territory into a greater Noxus empire? If so, when will this happen and is this a good thing for the people of Shurima. A few benefits come to mind, their struggling desert economy will be enriched and they will have an all-around protection from the consistent presence of Noxian soldiers in their lands? Shurimans don't really have any sort of identity or sovereignty as they just seem like scattered about communities trying to survive, the empire of the old has long been gone so wouldn't this be a great opportunity for them to assimilate into Noxus? Kind of like how Kazkstan, Uzbekistan, all those central asian countries assimilated into the USSR?

Well if Azir or Xerath weren’t around I imagine it would happen. However since there are not one but two ancient ascended beings trying to build empires I imagine people will start to remember their ancient identity.

Well theoretically if Azir and Xerath weren't back then yes, but with conquest when Noxus would need to aka when Shurimans refuse to join. But now that Azir is back, Shurimans do have identity and many are remembering the days of the old empire in a good way, most being glad Azir is back. So Noxus's plan wouldn't work now since national identity among Shurimans would return (for those who it wasnt there from the first time that is) and economy is improving

I dont think even Swain knew something like this would happen in shurima. likely he is cutting his losses and regrouping
