Janna is a powerful mage , the elemental magic of air , but on your lore this is not explored , in its lore is described in an excerpt which Janna may have bipolar disorder or something and it is not shown in game , on future event of Zaun/Piltover Janna probaly don't have utility

In a future event zaun / Piltover probably Janna will not have much use, until the riot actualize its history up to the event, we know Janna is that: it is the elemental magic of air and that she had to do things for their survival as stealing and etc ... I think Riot should go deeper in the lore of Janna, besides her merit an extended and more detailed lore, it also deserves a rework your model in the game, Janna forecast skin improves your look, however not all players that is able to buy this skin.

That's not at all what bipolar means though. It's more likes she's fickle, changing her mind on whim (kinda like the wind) Bipolar is a lot more intense and actually doesn't yo-yo back and forth. You swing from manic to depressed episodes, but they generally last a significant amount of time. It's a completely different thing.

If there is a piltover/zaun event or lore update, I'm sure many of the older champs hailing from either location will get their lore updated. Riot seems to use these events to take several champions (some of whom were released years apart) and entwine their stories more cohesively together.

The real question is, how does Janna fit in with other zaun champions like mundo, singed, ekko, zac, blits? Are there any foils to her in piltover? There's definitely tons of room in her story to explore this kind of stuff, and I think riot will find some interesting stories to tell.
