I was really surprised that they didn't include her in the set of new chibi icons. Jinx is well known and popular, she would be an obvious choice.

I'm kind of intrigued by how Riot hasn't utilized fan art (or even just close-ups of specific champions' faces from splash art) as icons. The artists technically signed over the rights to their art when they submitted it, and some of this artwork is jaw-drop amazing.

I mean, they created an individual icon for, say, your Teemo icon that you have right now and my current DJ Sona icon, but I'd be happy just to have Blight Crystal Varus's face in a tiny square as my icon.
