If you mean for 9.3, Vi and Fiora are getting valentine's day skins. They were put onto PBE as early as 9.1 for some reason.

Highly doubt it. They would've advertised the ultimate skin on Friday and with some art. We would have seen something by now. Nothing is coming out but the paper skins. A bit of a let down since we went almost 4 weeks without a skin.
