Can anyone actually confirm that this is a leak?

Cause I'm like 90% certain that I have seen this image floating around various sites not league related since last year at least.

It was seen on PBE on several occasions, apparently.

It is a real leak, it has been "accidentally" replacing images on the pbe for a while, but no one's been able to catch it till now. We don't know anything about it though.

It was found in pbe files, that means it is indeed part of the future of the game.
reverse image searching it brings up a bunch of articles from august 13/14 about how it was found in the game files in a PBE update
I kinda understand why some think that she can be piltovian or from around there, but we don't really know if that's base splash or just skin, only time will tell.
That X she has on her metal piece at the end of the red... scarf? did make me thing of one of Jinxylord's numbered champions, but can't be, X is already
