Confused as to Why Aurelion Sol Couldn't Have Been Ao Shin from a Gameplay Perspective

Here I'm not going to talk about Aurelion Sol's lore but rather him in game and how his abilities could have looked if he was a storm dragon like Ao Shin. I don't know what they could have done with Ao Shins lore but that is a post for another day.

Here is how I envision Aurelion Sol's kit if he was a storm dragon.

Passive, Center of the Universe: These could either be either tiny storm clouds or just balls of pure lightning energy that Ao Shin has circling around him by using the wind to blow them around.

Q, Starsurge: This could be a huge lightning cloud that as it traveled got more static electricity and became larger as it moved.

W, Celestial Expansion: Ao shin could increase the power of the wind and push the stormclouds/balls of electricity so they circle farther away and faster.

E, Comet of Legend: Passsive: Moving in the same direction allows wind to build up behind Ao Shin, making him move at an increased speed. Changing direction makes the wind behind Aurelion Sol blow past him because he changed direction, making him lose the bonus.

                                 Active: Aurelion Sol has enough wind behind him to use it to carry him up over terrain as long as he goes in a straight line.

R, Voice of Light: Aurelion Sol exhales a surge of wind from his mouth, knocking back enemies close to him because the wind is very strong when it escapes his body.

I think this shows that Ao Shin could of made sense from a gameplay thematic perspective, I think riot could at least make him into a skin.

Ao was iceboxed because, at the time, there were mechanical problems with creating a dragon champion and they couldn't get some kit elements to work. When he was taken out, a new creative team was put on his development and they evolved him into Sol. It's not that they couldn't make a storm dragon, rather that they evolved him into a star dragon and then his kit and everything came together from there.

The thing is that these abilities were inspired by the space theme,so its not like they thought these abilities up and decided they were unfitting for Ao shin,but that aurelion sols character was thought up first. (and I think they said that it is possible that ao shin will become a skin for sol eventually)

Aurelion sol feels too forced. Just so his gameplay feels thematic.
