Hi, this is a debate on who the strongest character that we know of in RUNETERRA
Rules No Asol he’s obviously the most powerful character that we know of in the game atm
We are talking about LOREWISE not gameplay wise

Either Ornn or Xerath.
Ornn leveled all Freljord and created the Howling Abyss and so on. His feats are impressive.
Nagakabouros, because you never said "Champion", you said character. She is more powerfull than Aurelion Sol.
Probably Xerath? Perhaps Ornn or Anivia. Anyways, Ascended or Spirit God obviously.
Tho human-wise... We all know who's best girl :)!
So Void creatures and gods don't count. Do smaller spirits count? But if demigods are the biggest spirits, basically one step down from being full celestials, then probably Ornn, Volibear, and Anivia. Xerath might match up, but I don't know if even the most powerful of all ascended can match up to them. Kindred are also pretty powerful; they seem relatively omnipresent or at least multipresent.
Of course, Bard and Aurelion Sol are the most powerful champions in the game. But they're gods, so they're not Runeterran.
I'd go with

zoe, kindred, bard and space doggy are kinda tied, i think space doggy is the least powerful out of them though
pre coming to runeterra soraka would also be in the same tier as them

Kindred or Bard. They are above everything. Kindred are death. Literal. Unescapable. Bard is a cosmic superman that only appears if the situation's consequesces will be catastrophic. Can appear anywhere, anytime.
In theory, in terms of pure power, there is almost nothing that another champion does that cannot also be replicated by and abusing the fact she has unrestricted portal based teleportation and gravity manipulation.
Thankfully, she's had her brain functions stunted to have the mentality of a pre-teen who would rather eat moon cakes or whatever. So how actually effective she ever is, is up for debate.

Gonna have to say Cho, back when the Institute was still a thing, his lore basically said, he decided to be with them because it amused him or something like that. Goes on to say he could end them with barely any trouble if he got bored
