The IG skins are picked by the champions, not Riot. The World's skins always break the rules in regards to the skin development schedule.
Technically, none of these champions, except Rakan, is up for a new skin based on the schedule. Irelia, LeBlanc, Camille, and Kai'Sa all have had actual skins less than a year ago, which means they would have generally been ineligible for a new skin if this was a normal skin line.
Esports skins don't count toward skin quotas for champions - it's a well known fact - and Coven Camille was her first skin since release.
By that same reasoning, Taliyah still hasn't received a skin since release.
Fiora too. Heartpiercer and IG Fiora, both sexy as hell skins guaranteed to make $3M each at least.

No sarcasm here, I'm loving these skins. Hopefully monkeyboy's minor update later in the year puts him back in pro play and I can finally see an LCS Wukong skin.
