So i know Morde ruled the land of Noxus before noxus even exist, and his kingdom is now the capital of Noxus, does that mean he is dead by now, or what happened to him, what is he doing now? His rework will affect that side of his story?
Mordekaiser got killed multiple times but he came back as many.
During one uprising of several tribes (one of which will become Demacia) he got killed again and couldn't resuscitate because 
stole his skull and brought it to the Blessed Isles in order to be kept safe.
Centuries passed, the Ruination destroyed the Blessed Isles, triggered the Black Mist and turned them into the Shadow Isles.
Mordekaiser's liches brought his skeleton to the Shadow Isles and there he came back to life again and is now building his empire in the Shadow Isles against the Ruined King. He has his eyes set on Noxus because he wants his Immortal Bastion back.
I'm pretty sure they're going to continue, his lore, instead of reworking it, I may be wrong but I think that's what Jeremy said

Yes and no. Depends on what you mean by "dead". He's just as "dead" as Karthus, Thresh, etc, are.

I don't see them reworking his background at all, for one simple reason: different champions have stories about him. I believe his lore will just be expanded upon, but we need to wait and see to be sure.
They will keep the core and change some minor details and most probably change his color story (it isn't up to date anymore for several reasons)
