Garen an Kat are still cannon. New champs and updated VOs still acknowledge this, as evident by Lux's new VO picking on them.
Lux's new VO also killed Ez/Lux, because she notes that they have never met, despite the gossip.
None of those have met at the moment and judging by Luxs VO they might not plan to ever make EzxLux canon.
However they pretty much confirmed that Garen and Katarina will eventually meet and develop feelings for each other.
