How has Riot developed its lore delivery process over the last few years?

Well nowadays we get sites specifically made to cater to story, with the champion bios and short stories all getting shown, which is something that wasn't a thing for a long time. We get lore in video and comic formats too, depending on what Riot's feeling like at a given time. Hell even the champion spotlights give a brief lore overview and even an in game recreation of how that champion operates in the lore. So yeah.

The method for delivering champion backgrounds has changed as well, with new bios being substantially longer than ever before, and having short stories which help further the character in some way.

So the way lore is being delivered has been improved, although there are still problems, mostly coming down to the main website being a pile of piss and vinegar, so it breaks when Riot tries to put that lore on champion's main web pages. The frequency could also use work, but it's steadily increasing.

Oh and actually story progression is a thing in the lore again, which is nice.

So yeah. I know you don't give two shits about what I just said Impetual, but regardless those are the facts as clearly as I can put them, and you can take 'em or leave 'em.

They are doing a amazing job in the lore, But I feel they are digging themselves into a deeper and deeper hole, until the league of legends tornamant no longer makes sense.

In the orignal lore to describe the league, it was the following.

Mages: Oh shit we have dangerous powers that might blow up the planet if we rage war Strong mages: You can now only use your powers in the league of legends, and it can't even be your own, you have to use someone elses

Champions: I need to find a place to hide Strong mage: Join the league and we will protect you if you fight for us

But as more and more champions are being made, I feel like it will eventually be impossible to describe why all these characters are fighting.

For example how the hell do you explain GOD being a champion AurelionSol

Compared to the past, when the lore was essentially constructed by a group of volunteers within the "Narrative" department with one or two megalomaniacal leads (Kitae and TommyGnox), things are much better. The team is communicating more often (Jaredan has an ask.fm account), we at least know what the process is in creating some of these stories (committee process between Narrative, "Foundations" and other relevant teams) and they're willing to talk more.

Could they be better? Beyond a shadow of a doubt. Cadence, quality, consistency and communication can all be improved upon. Things that, hopefully, will improve in time.

Failbaiting Rioters with questions like this won't help, though.
