In the last few days I saw many many posts of people speaking their personal opinions and thought about the stuff. Big posts that took them time and are left downvoted for absolute no reason...Why ¿ Because someone didn't agree or disliked it... But the downvote is not dislike nor disagree please remember that !
Well technically it is what people use it for so if that's what people use it for then that's what it is

Downvote is suppose to be useful feedback tool to see what the community need and think. but it's most often used as a tool to say "agree with me or i downvote you" if not that it's used as a joke or "trolling". I noticed some go around the forum and spam downvote on every single post and thread they see.also, i'm almost sure few people do it based on personal feelings toward a certain members of the community as well!
Isn't it supposed to, on some level, be exactly that? It's a tool to get the consensus of the forum users. Personally, I upvote whenever i agree with someone or i think something is interesting (positively). I don't usually downvote without posting something in reply to say why i disagree.. and even then I usually just reply and don't downvote. If something is fundamentally wrong/or goes against the rules then I'll downvote if there are already comments that summarize my points.
