I'm not sure I like Fiora's new long lore...

Her lore went from "Daughter of a disgraced house trying to redeem her family while also proving herself superior to her rival in another house (Lux)" to "Sociopath murdering anyone who utters even the slightest insult and refuses her absurd demands for repayment or apology". In the lore she has killed over thirty people for slights against her house honor. That'd be excessive by Noxian or Bligewater standards, much less acceptable in any civilized society.

She'd have been arrested and charged with murder several times over by now, probably straight up by Prince Jarvan IV or his Honor Guard.

And that's exactly the point. Demacia is not a modern-like society, but a rather medieval(ish) one with a touch of 1700 European culture. A society where the code of behaviour is strictly imposed and is expected to be uphold by every citizen, more than ever by the nobles, which should incarnate the ideals of justice and honor of Demacian tradition. That means the solution to every wrongdoings or disrespect is put right in the hand of the "contenders". It wasn't exactly illegal in XVII century England to challenge someone else to a duel for a matter of honor, as long as both parts agreed and brought a witness with them to seal the legal part of the duel.

It's a funny thing though.

Is it murder if both parties were in agreement of the potential outcome? (At least in their society) That people willingly slander her knowing full well what she is capable of?

It was a duel to the death where both parties agreed.She even offered to let her opponents go before she struck the finishing blow.She wasn't going into people's house randomly & slicing them up. And as SKShish says,Demacia is meant to be like a medieval influenced society.
