How powerful are the World Runes?
They seem to be powerful enough to catch the interest of the Watchers, but not powerful enough to concern Bard, since there's no indication he's ever intervened to prevent their misuse.

The earth fell away beneath them, the bedrock itself seeming to retch and squeal, while the sky above them recoiled as if mortally wounded. About this powerful I have no idea why Bard doesn't intervene, but it's Bard after all. Nobody knows what he's doing.
Maybe it depends of each rune. Maybe not. What burned that city? A simple shard? A full rune? We don't know enough to tell. About the level of destruction they seem close to our thermonuclear weapons.

I think the point of Bard is that its reasons are its own. Sort of an alien morality.
